The regulations are pervasive for drone pilots in Azerbaijan. We clarify which rules apply.
In Azerbaijan, unmanned flight systems have the same safety standards as manned flying objects in principle. The regulations set out here are determined for commercial drone pilots. I have not found the editions for private users yet.
Maximum flight altitude: Drones can climb up to a maximum height of 120 meters (= 400 feet) in Azerbaijan.
Maximum horizontal distance and FPV: In principle, Multicopters should always be in sight of the pilot during the flight, but the maximum permitted distance is 500 meters (= 1700 feet). Flights outside these limits are possible. However, your drone requires such maneuvers a Detect and Avoid system to avoid collisions in the air. The classic FPV equipment is not recognized as such.
Compulsory insurance: Private drones only have to be insured from a take-off weight of 20 kilograms. However, the obligation to conclude an aviation liability insurance exists for all commercial users.
Maximum take-off weight (MTOW): Currently, three groups of copters are listed in Azerbaijan, which is classified as follows:
- Small Unmanned Aircraft up to 20 kilograms
- Light UAS with more than 20 kilograms and less than 150 kilograms
- UAS with more than 150 kilograms of starting mass
There is a registration requirement for the categories Light UAS and UAS at the State Civil Aviation Administration of the Republic of Azerbaijan (SCAA).
Distance to airports: No information found.
Other safe distances: Drones shall not approach cities and settlements closer than 150 meters. A distance of 50 meters must be considered to persons, vehicles and other structures which are not involved in the flight. This distance may be reduced to 30 meters during the take-off and landing.
Regulations for commercial pilots: Commercial pilots require an operating permit in each weight class. You also have to prove your qualifications as a pilot. Currently, there are no special licenses, so a breakdown of your experiences should be sufficient.
