Background of the import ban is probably the fear that spy technology could be smuggled into the country with the drone. However, the use of drones is allowed in Cuba. So you could try renting a drone after you arrive in the country to take aerial photographs. In Havana, there should be companies that offer this service.
Another way to film great videos in the country despite import ban is to use a DJI OSMO handheld gimbal. So you can also capture wonderful footage from the ground.
